A more distinctive national flag was sought for the new Republic of Texas. Meeting in Houston in January of 1839, the Third Congress of the Republic approved a new design by Charles Stewart. In 1840 France recognized the Republic, as did England in 1842. However, the vast majority of Texans favored annexation by the United States. On February 19, 1846, the flag of the Republic became the state flag of Texas.
